From my understanding "conjugal partner" means somebody you have a long term committed relationship with but you dont live together You also get that question on immigration forms and they explain it as the above.
I think it means you are in a relationship but for some reason you can not live together Its really stupid, I dont know why that is on a PAL application. This is the definition I found. For the purpose of the application, someone who you have lived with and bumped uglies.
